I think these days the match referees take over rates very seriously. If I am not wrong, I think there are provisions of even banning a captain for a match if the slow over rate has a direct bearing on the result of the game.

Roshan Mahanama, the match referee, found the side was two overs short of its target after time allowances were taken in to consideration. On day three South Africa managed only 85 overs as India pushed to gain a first-innings lead. It was the day Virender Sehwag raced to the fastest Test triple-hundred, his second in 55 Tests. According to ICC Code of Conduct players are fined 5% of their match fees for every over lost while captain is fined double of that. Who cares who bowled how many overs of spin and pace. Did Kumble put a gun at Smith's temple asking him not to bowl his spinners. Bottom line - India were par on the over rate and South Africa were not and were rightly fined.
