Can't say for sure without a side by side comparison. But looks like his arm is not as upright but more round armish like his old action.

Starc has been using his new action iiirc Pak tour to Aus 2019

Yes. He experimented a bit trying to bowl like Boult but that didn't work for him as both are different type of bowlers. Boult knee dominant, starc hip dominant. His back to his original loading now. He had changed his loading trying to mimic Boult from my observation.
