Football is not just athleticism, it has skills and team play to compensate for not able to run faster. India too lacks team play and selection of players as per format. They pick from IPL all the time. Need to look at Eng and WI type of play to win the Wc

Football is a combination of athleticism skill strategy and planning.

Strictly going by athleticism Pandya is the best but zero skill makes him useless.

And picking from IPL is not the problem. Not picking the right player is the problem.

There is way more competition in football. There many strong teams whereas in cricket you only really have 10 nations who play. EPL is way more global and commercially successful than IPL so even if the English national team doesn't win, the EPL is still doing its job.

Fair comparison 

Although India has obviously done well in ODIs and T20s, with their resources and talent coupled with the lack of competition, they should be doing much better. 

For England, yes they have underachieved but mitigating circumstances in the fact that there is a lot more competition in football than cricket and EPL doesn't have a domestic player quota for every fixture like the IPL.

If I'm not wrong, EPL doesn't have quota in their teams for English players. So you could pretty much play an entire team of non-Englishmen.

Correct, no rule for playing XI but there is for squad.

In the past teams like Arsenal and Chelsea were famous of having no English players in the starting 11 or max 1 at the max... all overseas players come to the premier league to bring their talents and the money- they are the reason why teh EPL is the best league in the world NOT because of English players- they are just overrated and overpriced. You will have the odd players from England whoa are good ( Sterling, Rashford etc) but they wont become legends
