If one is tall and extremely accurate and seams the ball, then you can get away with bowling at under 135kph in Test cricket. However, someone like that would absolutely dominate at the lower levels (rather than merely do fairly well). McGrath's metronomic action gave him a level of consistency that has not been even close to replicated since his retirement. That is the reason he took wickets all over the world and never leaked runs. 

it's only in 2010s and 2020s that athletes are hitting peak in early 30s. In the 90s, when McG debuted, he was 135-140 comfortably. I remember this, also saw a couple of shield matches prior to debut.

Harshit Rana has the ability to make the ball kick up from length / back of a length at 135 k to 147 k / 148 k.  And moves the ball too.

 

Such pacers are very difficult to tackle.
