Disproportionate hiring happens in every community in every industry. Anyway even the management are fine with this practice as Indians are generally obedient, disciplined, calm and mind their own business. Yeah this is totally unfair but this is how the world functions. It will be even more shocking if you know what happens in India. I think the general feeling is that co-ethnic hiring is okay for small mom-and-pop type ventures with mostly blue-collar hiring (which probably dominates the stats in the paper you shared). But it is considered unethical in a corporate environment, where a hiring-manager of a certain ethnicity does not own the venture, but is part of a bigger structure and is expected to conduct stringent process-based hiring.
