I think its viable to pass a law to ensure insurers have to cover this type of damage.

Bhai, 20% of 50 billion dollar is 10 billion dollar. And thats forex.  Every government will try to reduce it even if it means we need to produce more engines. a E40 or e50 Engine Vehicle along with GM crop to multiply agricutural output of ethonol at cost of say few billions of imports in Urea will be what India should be looking for.

Such a policy is directly against Petroleum lobby and they will resist it.
