What is the rational behind this what are the objective ICC or they ppl who are pushing it trying to achieve ?? Not sure if there is a specific thread for this or not?? But what is the point of 2 tier system?? Mostly such kind of system is to avoid weaker team to play at top level and avoid hammering of such side and dilution of competition. And what end up happening is botton 2-3 teams from the tier 1 and top 1-2 team from tier-2 keep rotating the spots in the tier 1 unless some big changes comes into the tier 2 team say they get 4-5 top level talent they start performing. Else it remains same. And whats the incentive to improve in tests? Some more $$ from ICC to the board and the player playing in tier 1 than boards and player in tier-2 thats it. But with this model the tier-2 team will always say they lack funds. And say if you are the one who is running these boards what would you do ?? Keeping cliche aside that if some1 good in tests they will be good in T20s. Would you be more inclined towards improving the t20is for the side where there is more $$ and if the team is successful they can route some of that $$ back to the system. T20s are easier can make changes faster if one thing does not work once can change that thing immididatly and try something else. But for tests its whole process. And whole this debate with wi and pak cricket is coming because they starting doing bad in white-ball, they have not been good in test for sometime now.

Top 5 test nations have players taking forward from retiring greats. Jaiswal and gill taking over from Virat and Rohit, Duckett and Brooks (an extraordinary player) are there in England. Wrt to Ayub T20 deos not req. much of technique or metal grit. He is an obvious issue that he does not have shot right to the covers and what ever he plays goes in air with not much power behind it. In Odis he either leave that kind of ball or do not play many shots in that direction untill v.sure but in t20is its difficult not to play and leave the balls. What is that incentive for tier 2 team to come to tier 1, the next season they will play tier 1 team and they will lose again to go back to tier 2, And as said the cycle continues between bottom 3 team of tier 1 and top 2 teams of tier2 of exchanging the places. And again there is more incentive to play and concentrate in t20is. And the teams which are playing t20is only are getting better and giving challenges to full test nations. The thing with 3 formats and the rigidity of old thinking they are trying to make a sprinter run marathon and a marathon runner to run a 100m dash. The tier system is just to keep top level teams competing with each other and not to weaken the competition level by adding weaker teams. The tier system is not to improve the lower tier teams. Yes if their is division system say if next 11 of each team is playing other teams at lower level then that can improve the skills of the second 11 players of each team and the teams can rotate and find out which player can be moved up or down as they know what their competition is like

Be it England, Australia or India. SA and NZ do try their best to improve their domestic red ball cricket as well even though they need the money that T20 generate. The teams like Pak, Windies are the ones who are in the doldrums because their underlying FC infrastructure is basically ****.

SENA+I are professional set-up, they have been able to cope up with changing cricket. Pak and WI test cricket have been in bad shape for years now, the noise is coming just now because their t20i cricket is also in down-fall. Test cricket is not profit making sport, last pak vs eng test series : pcb was struggling to get broadcaster in eng. only at the 11th hr. some broadcaster came in who got a contract at v.low rates. WI gen#3 t20 batters are no where near gen1 and 2 and other teams are way far ahead now. Teams have moved on from anchors and accumulators now , pak is still thinking of bringing back babar and rizwan. Right now there are 2 ways of playing cricket :: Like Eng and Aus who are bridging the batting style between t20is and Tests . The other way is Pak and WI to concentrate on white-ball cricket.
