Honestly such a thing will create more noise Tham give results. In today's times where news cycle moves so fast, it is better to be ruthless under cover than attract attention. Start bumping off people including suspects. In a country like India, this attracts no sttention. Surveillance of all Muslim universities and pass outs. Profile based on state and gender. Close borders. Extra judicial actions. Etc etc.
