It's relying on private players like Swan Defence for co-development. It has the most advanced equipments. Hindustan Shipyard (Vizag) is the biggest, yet it's has historically worked only on support vessels like tankers, research ships or retrofitting and had older equipments for decades. Its only recently when it has received bigger orders like INS Dhruv and other surveillance vessels which has led to its modernization. (SSBN's are manufactured in Vizag but they don't fall under Hindustan Shipyard). Many Admirals have mentioned to merge these shipyards under one unit, so that expertise of one can be flown to other (like Cochin Shipyard - Aircraft Carriers, Goa Shipyard - Frigates, Coast Guard and Minehunters). But I don't think that's a good idea, Navy will face the same problem which IAF is facing under HAL. Diff. shipyards atleast offer multiple options. Lone Wolf 1

Capital Outlay with imports are mostly capacity issues, coz our own sectors aren't ready. IAF in particular may not be allowed to import anything but will be asked to rely on domestic products (except maybe Su57 and the missiles around it). Helicopters anyway are redundant in the present warfare due to arrival of drones, so home made Ghatak will be expected to cover for the squadrons even if Tejas continue to fail it's timelines. Indian Army and Navy use higher number of domestic solutions and that'll continue to rise, development of Pralay, Zorawar and Varunastra has given them enough teeth to bite.

When Pahalgham happened and India retaliated, A Pakistani told me, Panditji ! India shouldn’t have retaliated. It has pushed their Indigenous movement against army for few Years. For import spent, take FX erosion (3-4%) plus dollar inflation in US (3%)...again 6-7% total So it is 6-7% total whichever way you look.
