RIP... Serious failure on the part of the Bihar administration to not sanitize the area before the rally. In any other country heads would roll and people would atleast lose their jobs over such a massive failure.

Probably to avoid a stampede. So,e newscaster caught the DG of police saying that large sections of the crowd weren't aware that blasts had taken place, and the police didn't want to cause a stampede by announcing it on the PA. Only after the police 'secured' the area, was the announcement made.

NEW DELHI/PATNA: Bihar CM Nitish Kumar has maintained that there were no security lapses on part of the state police but the central security establishment is livid with the arrangements made for the Hunkar rally at Gandhi Maidan and sources said even basic rules of sanitizing a venue were not followed. Sources said though there were no specific inputs, Bihar government was told about possible threats to the Narendra Modi rally. Still, security was so lax that even anti-sabotage checks, a routine in such rallies, were not done. Even policemen were not found in adequate numbers around the venue while several peripheral sections of the venue were seen guarded by private security. Bihar Police had earlier claimed that it had deployed nearly 5,000 policemen and women for security and smooth movement of people to Gandhi Maidan. But there was no bomb disposal squad at the rally venue or at Patna Junction. The police was more concerned about traffic management and regulating flow of participants to the rally than security of the people and VIPs. Even its police personnel were seen handling unclaimed packets without proper precautions, a clear sign of lack of training, and injuries to its bombs quad personnel while diffusing a bomb despite wearing a bomb suit only exposed the quality of equipment. There were no contingency arrangements and injured were being carried to hospitals on bikes. Without spelling out details, Bihar DGP Abhayanand, however, said all security drills were carried out. Sources in the central security set-up, however, said Bihar Police did not take the rally as seriously as it should have. "There is no doubt the state police was napping. But what can you expect from a force that came to know of the Bodh Gaya blasts after the Union home secretary called a senior state official to check if there was a blast at the Buddhist site," said a senior officer from the security establishment. Questions are also being raised as to how the police failed to anticipate bombs at Gandhi Maidan, find and remove them in time after a blast at Patna railway station several hours before Modi's arrival. After the railway station blasts, Gujarat Police advised Modi against visiting Gandhi Maidan and even prepared an evacuation plan, but Modi turned down the suggestion, sources said.

Patna blasts: 2 arrested, police point to Indian Mujahideen Patna: The role of terror outfit Indian Mujahideen is being investigated in the serial blasts in Patna before Narendra Modi's rally yesterday, in which six people were killed and 83 injured. The blasts took place just as Mr Modi arrived at Patna's Gandhi Maidan to address thousands of supporters and launch his party's campaign for the national election, due by May. Here are the 10 latest developments in the story: The Bihar and Jharkhand police believe the mastermind is a man named Tahseen Akhtar, believed to be an Indian Mujahideen operative in Bihar. The police claim major leads from two suspects who were arrested yesterday from the Patna railway station, where the first of the seven blasts took place. One of them, identified as Imtiaz Ansari, belongs to the village where Tehseen Akhtar was allegedly trying to recruit men. Based on Ansari's information, the police carried out raids at Patna and Ranchi last evening. A police team that conducted searches at his village claim they have found incriminating evidence. Three other young men from the village were detained after the raids. "We found explosive devices, extremist literature, pen drives and cash in Ansari's room. There was evidence of his involvement in such activities," senior Jharkhand police officer SN Pradhan told NDTV. Investigators say the bombs also pointed at the role of the Indian Mujahideen. They were low intensity devices detonated using timers and appear similar to those used in a terror attack in the pilgrimage town of Bodh Gaya in Bihar in July. The motive of the blasts, say the police, was allegedly to create panic and possibly trigger a stampede at Mr Modi's rally. A National Investigating Agency team is also in Bihar. Bihar Chief Minister Nitish Kumar, who ended his party's alliance with the BJP in August over its decision to give Mr Modi the starring role in its campaign for the national election, has said there should be no politics over the blasts. At a press conference, the Chief Minister said that security arrangements were not inadequate. The BJP, which had hoped for a massive show of strength by holding Mr Modi's first rally in Bihar, has blamed the Bihar government for the security lapses. 6 killed in 8 explosions as IM targets Modi’s Patna rally

PATNA/NEW DELHI: The political campaign for the 2014 election took a frightening turn on Sunday when six persons were killed and around 100 injured at the crowded venue of Narendra Modi's rally here in a suspected terror attack designed to inflict mass casualties. Eight explosive devices with timers went off between 9.30am and 12.25pm as part of a serial bomb attack suspected to be the handiwork of Indian Mujahideen (IM). Four alleged operatives of the outfit have been detained, one of whom is in critical condition after being caught in a blast. During interrogation, they reportedly told the police that they had staged the attack in retaliation for the Muzaffarnagar riots. They are also said to have named the IM module involved in the Bodh Gaya blasts. The names of the four detained are Imtiaz Ansari, Ainul, Akhtar and Kaleem. Ansari, a resident of Ranchi, was apprehended at the railway station just after the first two bombs went off. He was apparently planning to plant some more bombs but panicked when he saw the police and bomb disposal squad. On being challenged, he tried to flee but was arrested. The investigators then got incredibly lucky. Ansari had been asked by his handlers not to carry a mobile phone. So he had jotted down phone numbers of a dozen conspirators on a piece of paper, which fell into the hands of the cops and helped them track down some of the others. One of them, Ainul, who is critical, was initially believed to be a victim of the railway station blasts before it emerged that he was also part of the conspiracy. Six of the bombs went off inside and near Gandhi Maidan, the sprawling rally venue. The remaining two blasts took place inside a public convenience complex at Patna Junction when trains, including special ones hired by the BJP, were disgorging rallyists. The police officially said there was only one blast inside the railway station, but sources insisted there were two. A bigger tragedy was averted only because the fortitude of the massive crowd ensured that there was no stampede: a horrific prospect that could have killed hundreds. Modi and other BJP leaders helped. The Gujarat CM, who defied the advice of Gujarat Police to address the Hunkar rally, as well as other BJP leaders made no mention of the outrage in their speeches, with the crowds taking the exploding improvised explosive devices (IEDs) in their midst for firecrackers. Rajnath Singh and Arun Jaitley apparently favoured going ahead with the rally without mentioning the blast as they feared that calling it off would have led to panic and a stampede. The Hindutva leader, who spoke for less than an hour after the last explosion at Gandhi Maidan, ended his speech by exhorting the audience to maintain peace and unity at all costs. "There should be no stain on Bihar's reputation and peace must be maintained across the country," he said. Reports from Ranchi said the Jharkhand police also detained two suspected IM operatives in this connection and seized explosives and a picture of Osama bin Laden from their possession. Talking to reporters, Bihar CM Nitish Kumar confirmed that documents found on Ansari had given the investigators important leads. Kumar, who was attacked by the BJP for not providing security at the rally venue, said police were working on the basis of telephone numbers Ansari was carrying, and claimed that the case would be worked out shortly. According to sources, Ansari and other members of the gang had ringed the venue with explosives in the morning when the participants had already started congregating. The explosives were planted in a clockwise manner, starting with a spot bang across the Police Control Room. Sources quoted Ansari as telling his interrogators that the IM module took care not to plant the explosives in the night, fearing that dew would dampen the IEDs which were said to be similar to those used in the Bodh Gaya blasts. Talking to reporters, the Bihar CM and his DGP Abhayanand were at pains to stress that there were no lapses on the government's part. Kumar said the rally organizers were extended all assistance sought by them, adding that BJP had expressed no apprehension of a terror attack. The police chief also claimed that standard operating procedures laid down for the purpose were scrupulously followed. However, BJP leaders accused them of laxity and indifference, saying that even elementary precaution — setting up adequate number of frisking points and anti-sabotage checks — was not taken. Also, while the Bihar CM claimed that there was no intelligence alert, sources in the police said that IB had warned them about a possible terror attack on the rally.

Sources further added that interrogators feel the attack was carried by Akhtar to take revenge for Bhatkal’s arrest. However, they also added that this inputs are based on preliminary inquiries”, the report added. Police also conducted raids at different places in Jharkhand on Sunday night after it was discovered that many of the accused in Patna serial bomb blasts hail from the state. “Black powder has been recovered,” Senior Superintendent of Police Saket Kumar Singh said after police raided a place at Dhurva in the state capital. Raids had also been carried out at other places, police sources added. Additional Director General of Police (Law & Order) S N Pradhan said the accused named by Bihar police hail from Jharkhand. “Many of the accused in the serial bomb blasts in Patna are from Jharkhand. They might have carried explosives from Jharkhand or might have got from there,” he said. Earlier this year, Manjar Imam, an alleged Indian Mujahidin operative who hails from Ranchi, was arrested by the Anti-terrorist Squad in connection with Coimbatore and Ahmedabad blasts. Bihar government's apparent reluctance to associate with anti-terror operations in the run-up to 2014 elections has come back to haunt it in the form of Gandhi Maidan blasts where it was caught napping. Even as the incident exposed security lapses at the rally venue, sources pointed to the Bihar government's overall attitude to security which has been found to be wanting. Allegedly wary of stirring the terror pot ahead of 2014 elections, CM Nitish Kumar's government had in August refused to take custody of IM operative Ahmed Siddibappa alias Yasin Bhatkal even though Bihar Police played a significant role in his arrest from Nepal. Yasin was tracked by Intelligence Bureau to Pokhara and then arrested by a joint team of IB and Bihar Police.

Congress General Secretary Digvijaya Singh has said that the bomb blasts in Patna would benefit the Bharatiya Janata Party in elections. Speaking to IBN18 Editor-in-Chief Rajdeep Sardesai he said, "One political party, which stands to benefit from the blasts, is BJP." He denied the charges that he tried to politicise the blasts with his tweets like, "Another blast in Patna. Perfect setting for Modi's launch in Bihar." He said, "I strongly condemn the blasts. I did not politicise it. It is unfortunate that I have been misunderstood every time. I don't regret my tweets on Patna blasts." Holding Bihar Chief Minister Nitish Kumar responsible for the blasts Digvijaya Singh said, "The buck stops with Nitish Kumar. Absolutely, it is a major security lapse. Niitsh Kumar is responsible for this. Finding the culprits responsible for the blasts is a big challenge for Nitish Kumar."
