The Telangana government plans to install at least one lakh closed circuit television (CCTV) cameras in Hyderabad as a part of its efforts to make Telangana safest and secure state in the country. This was announced in the state's first full-fledged budget for 2015-16 presented in the state assembly on Wednesday by Finance Minister E. Rajender. He said all the cameras will be connected to the proposed command and control centre of the police. This is expected to be the biggest project of its kind in the country and is aimed at ensuring round-the-clock international standard surveillance system and strengthening security in this tech hub, which witnessed few terror attacks during the last eight years. The CCTV cameras will be installed in the limits of both Hyderabad and the adjacent Cyberabad police commissionerate, which covers the Information Technology hub of Cyberabad, home to many global giants including Microsoft and Google. The CCTV project is expected to help police to map every inch of the capital city, which houses several vital defence and research installations. The CCTV cameras will be installed at public places such as places of worship, educational institutions, bus stops, malls, hotels and railway stations. In December, Hyderabad Commissioner of Police M. Mahendar Reddy on Monday had said that 10,000 cameras will be installed at a cost of Rs.600 crore. He stated that the technology will act as a force multiplier and help in checking crime and violation of traffic rules. He had also said that by using the existing CCTV cameras, the city police solved 90 percent of the crimes in the last six months.

Is there anybody aware of any study which has been done to assess the efficacy of CCTV cameras. I remember reading somewhere that CCTV cameras have been found to be effective very very rarely. They never work as the deterrent and in some very isolated cases they have helped in solving of the case. I am not sure if it is really worth to make investment at such grand levels as governments in Delhi and Telangana have promised.

Not sure about that many CCTVs. But in a hugely populated country like India there is a chance you could catch hold of criminals. I would install in potential crime zones. Child abduction, rape et al.

another promise which cannot be kept... the trs in telangana and tdp in andhra pradesh have made soo many poll promises that they both want big centre funds. The bjp should say f u to Rao especially. Atleast with the TDP they make promises with them. This guy is spending like there is no tomorrow.

Well said. May be intelligent sentry guns with rubber bullets could work well as deterrents :hmmm:

One lakh is too much. even a 1000 cameras will work. Coimbatore has these traffic surveillance cameras in every signals. In city limit, there are as much as 4 cameras for each signal. They were installed in 2010, and it was rage for few years. We used to get these mini me fine sheets mailed to our homes even if we cross the white line in signals. However, most of them became defunct due to heavy rain and pathetic maintenace. Traffic dept says it's a huge maintenace work for this small numbers, imagine what 1 lakh cameras would take to maintain. It will cost a fortune. I oppose this CCTV for different reasons but the highlighted is not really true for Telangana. Please note that in entire India, only Gujarat and Telangana are Revenue surplus states ( and this is inspite of Centre not releasing 20K crore in 2014-2015 ) as per 14th Finance commission report. “When I had said during the Telangana agitation that would be a rich and revenue surplus state if separated from AP, everyone laughed at me. Now, this has been proved true by the 14th Finance commission. Though Telangana lost special funds and grants from the centre on account of this, I feel proud of Telangana getting the ‘revenue surplus’ status along Gujaratâ€.
Ofcourse this has to do mostly with Hyderabad revenues not being split but then that was the reason for the fight in first place.

Will take decades to complete this project and will need HUGE amounts of money - a lot of which will go into KCR's pocket.
From the OP, it takes 600 crores for 10K CCTVs so for 1 lakh, it will cost 6000 crores. Not really huge amount compared to revenues of the state. I will also assume that some big corporates ( and there are many big companies in Hyderabad ) will come forward to fund part of these as part of Corporate social responsibility. Chandrababu Naidu was a master of getting corporates to help Govt out and vice-versa and all said and done KCR is his pupil ( he was part of TDP and right hand man sort of for Naidu ) Also the plan is to install these 1 lakh in 2015-2016. If won't happen in 1 year for sure but max 2-3 years if the plan still stays. Decades is too much.

How does one come up with such absurd figures ? Few thousand should suffice for the areas with some amount of crime I would guess. Malls/Hotels/Private schools should have their own security.

Good link :nice: but the guy obviously is HUGELY exaggerating and has some agenda for sure. Boston is no way comparable for many many reasons. My own calculations CAPEX ( One time Cost) 1) Kejriwal said 15 lakh CCTVs. Hyderabad is 1 lakh so huge difference there itself. 2) Surveillence camera is about 1300 each so 1 lakh = 13 crores. Deal for such huge numbers will obviously cost much less...lets say 10 crores. 3) Installation - Assume 10,000 for each ( can't be more than that for sure ) so 10K * 1 lakh = 100 crore. 4) Storage : Dont tell me it is a huge cost. Still...let us calculate. They want storage for 30 days. Each month, each CCTV will give 720 GB data as per point 1 below. 1 lakh means you need 1 lakh hard drives of 1 TB data. 1 TB hard disk is say 4000 rupees ( for 1 lakh order, you will get the price ) so cost is 4000 * 1 lakh = 40 crore 5) Server : This depends on architecture,etc. Even if we assume 1000 servers each costing 1 lakh, cost is 10 crores. 6) Monitors : Apart from servers, you will need dumb monitors to view videos - Add 20 crores more OPEX ( recurring costs ) 1) Bandwidth to relay HD video for one day - assuming 1 hr = 1 GB.So one day = 24 GB. One month = 24* 30 = 720 GB. I won't put it more than 3 K per month ( which is itself huge as the service provider will give HUGE discounts for 1 lakh connections but I am being liberal here ). So for 1 lakh CCTVs it will be 3K * 1 lakh = 30 crore. Per annum - 360 crore. So we have Capex of 180 crores ( add buffer and make it 250 crores also ) Opex for all setup and bandwidth = 360 crore ( in practice, it will be way less ). Now...manpower.... There are many angles to this. The author in your link assumes ( idiotically ) that one person will monitor 10 CCTVs for 8 hrs each day i.e for 10 CCTVs, you need 3 fully employed people to cover 24 hrs. There are lot of video monitoring software that will alert when there is a need to monitor. For example, in 1 lakh, there will be 90K CCTVs where you can only see thin air or leaves moving. His assumption is crap IMO. Also, we are not factoring how many patrol police can be freed up using this. Bottomline : Cost-wise - I dont think it is an issue at all. Implementation will have risks and there will always be the cat and mouse game.
