No need to say that the beating of the woman was unnecessary. However, there has to be a balance. For e.g. if there were no swimming facilities at the park, why would she want to wear swimwear there? Based on the support the sunbather is getting, it appears as if it was not against the park's rules so this makes the beating look even bad To protest against this beating, a lot of women have come out in bikinis.
