True in the 80s, not any longer. Evidence, especially bio metric/genetic, gathering has improved leaps and bounds over the last 10 years. Conviction rates are multiple times of what they were just decades ago. And if woman rights groups make the right (and much needed) kind of noises, you'd have a special bench presiding over the case.

Yup at times it feels its just about organically increasing number of courts judicial and enforcement staff. Just have suffitient 'force multipliers' like what happened with passport offices.

The problem is you can not have a system that works only with special considerations you need the everyday common bench also to work inorder to be effective. Just increase the size or judiciary and the judicial enforcement organ which ever one it is.

Yep. And its surprising how many Indians don't think its a problem. Actually, i can understand regular Indians because they don't know any better. But NRIs who have been exposed to the awesome power of western police & judicial systems have no excuse. Here, if you have a riot and even 5000 people get involved in it, within 1 week the Police knows who the culprits are. ANY crime you commit, the police is knocking at your door within a few months, within six months you have your first court date. 

This is what we need to make our nation strong. And this is what our enemies (especially China) knows is the weak underbelly of India : our judicial system sucks. 

And while 99.9% Indians think that our 'defence' is  in terms of Agni, Brahmos, Virat, Vishaal, etc. the prime line of defence of a society is always its police & judiciary.

We have a very difficult time filling in judges for the existing courts. Being a judge should be lucrative enough.

Please start incriminating based on strong evidences and upon conviction, publishing the offenders list and making it public. That will put lot of check. If any convict found now, was ever absolved in the past of previous crimes for not being prosecuted because of carelessness of the officer, he/she should be immediately fired.

 

Make it mandatory for them to report to local police station every year based on their residence. Let few miscreants suffer for their wrong doings. Punish all the employers, landlords for either employing such staff and renting out to such people. Let there be heavy cost for negligence and guess what all their limbs will be in check all the time.
