You have to spread the wealth around to make sure SL is a loyal BCCI supporter @ ICC level.  SLC is what BCCI can point to, and say - look, this is what happens when you are on our side - we take care of our own.  The likes of BD, WI, ZIM etc will know to stay in line.  Pak is busy trying to whore itself out to Giles Clarkes' hordes, but dangle the possibility of an India tour and they will do what's needed anyway.
