The MPA allows BCCI to withdraw from ICC tournaments if the share of revenue alloted to it in 2014 is not honoured.So its a legal document.

I remember, few years back Pakistan claiming it will not allow its player in IPL if India wont play bilateral series. after few when Pakistani players came to auction, not a single frenchise put bid on so called Charismatc Afridi or Ajmal.

Wont be surprised if Next year, bcci snubs African who are not available for complete series.

Dont need a window. Just hold the tournament and if a player is available take him. No need to ask for special favors.
