My *very random* guess: It is a cost card: Number plate (last 4 digits) = cost in lakhs? of Rs. 1919 maybe some numerologically auspicious number, hence 1919= 50? velu 1

However, I returned to the college some 90+ years later. Clue 2: I studied BA. Clue 3: My daughter is a fairly successful economist/economics teacher who has married a career politician.
