Actually that's why he has been appointed. It is show of loss of confidence in captain. And they want more checks on him.

The more I think of it the more I feel Kohli is in an unenviable  position with Thalia’s appointment.

 

If he he loses this 2020 WC he’ll end his captaincy without an ICC title, a significant omission in his track record. 

 

But if he wins it, many will still say it was Thala who won it….
