Like Indians pay if they any imported US items like recent Tesla car which cost 31 lacs in USA and 62 lacs in India ex-showroom because of 100% import duty. Who is paying that duty to the govt, not Tesla but the Indian who is buying the Tesla car. Same way, US citizens will be paying the tariffs whether 15-20-25-30%.

But looking at the kind of lousy deals he has made, from the prespective of importers they will pass on the impact. Producing in US currently isn't feasible for lot of products, if if feasible isn't cost effective. The producer will price the product comparable to the imported good, so pricies are going to rise.
