IMO it's Pakistan - Imran, Wasim, Waqar, Asif, Akhtar, Amir the list goes on. And they produced these bowlers despite the flat and unfriendly pitches.

i admire the fact that even though warne, mcgrath and gilly had the voice to ask for captaincy, they did not. it was a team made of champions and they won very easily all the time without ponting breaking his head over strategy. australia had more to lose if either of these three players refused to play under ponting than the reverse. but they stuck to their captain. if afridi had 1/100th of the talent as warne, he would have rised hell about the injustice of not giving him captaincy.

Ozzie fast bowlers are good in their home conditions or South Africa because they rely mostly on pure pace and bounce. Pak quicks get it done in all conditions because they are more skillful.

When was the last good Windies bowler? Australia churns out good to great fast bowlers since they started. Fred Spoffoth to now with Johnson, Starc, Pattinson, Harris and so on. So many great Aussie quicks since the start of test cricket.

Australians are very professional and are least emotional with their ways of dealing things, the sports culture is very socialist where even if an all time great is out of form for say 5 test matches, he is immediately dropped (Michael Clarke). Indians and Pakistanis are opposite to this approach, they easily forgive their superstars even if they are out of form for nearly 5 years let alone 5 tests. But then, the socialist approach of white cricketers has flaws too, a socialist structure is an unhealthy environment for genius players, Kevin Pietersen is a good example.

You are confusing Australia with England. Australia carried Punter for two years and they did the same in 90s with Mark Taylor too.
