I would consider SR of 120 to be poor over 13 matches,  especially in light of the fact that scores in most matches have been between 150 and 200.  An in form top order batsman is expected to have a SR of 130 to 150 in such a case.

Looks like centuries in Deodhar Trophy Final  and Irani Cup fetched him a spot.  Otherwise, not much to lean on.  Some reward for domestic performance albeit in select matches.  Surprising pick nonetheless.

I forget but Shashank Manohar [ vidarbh] told, Fazal [vidarbh ] scored century twice in the final and one 50 plus vs well balance bowling so he should get selects plus

manohars plan to give more pressure to S.Dhawan [ he is improved now , koz Rahul line up to give him enough challenge in limited format ]

I am Glad Nair not selects as opener today because Fazal should be automatic choice with specialist opener.i never seen Nair open in India A.under 19, Kernataka as opener or India B as opener he is @ Middle order or number 3 batsmen
