rankings are not based on what you have done long term. They see your last 2-3 years of performance and he has done very well since making his debut for India in ODIs.

Quite a few. But only 2 bowlers have a better ER in the last 3 years. And only one of them can actually be called a bowler.

It's not meant to be a career rating. More of a recent form guide. And his number of games in this 3 year phase isn't too far from the likes of Narine, Shakib, Rabada, Boult etc.
