1) Pick specialist batters and bowlers - All-rounder should be limited to 1 - Pace or Spin all-rounder depends on conditions. 2) Pick players that are suited to Test format with sole criteria being Ranji Trophy and not IPL. 3) Stop preparing rank turners which make a match into lottery. If you do 1 and 2, you'll have enough confidence to win on typical Indian wickets and you won't have to doctor pitches.

Realistically, if we consider that he'll play only this WTC cycle, he has 8 Home Tests excluding the current one and 2 Tests in SL i.e 10 Tests to get nearly 70 Wickets. I don't think he'll make the playing XI in NZ. Even if he does, he won't pick more than 4 Wickets in those 2 Tests. So, 10 Tests for 65-70 Wickets. Not happening.
