Can Bhuvi be our test-bowling allrounder overseas instead of Pandya?

No he can’t. He is handy bat down the order, but he does not have technique to be all rounder batsman. You do not want him to degrade his bowling to improve his batting skills. We do not want a repeat of Irfan. He probably is our best bowler in seam/ swing conditions. Can move the bowl both ways, bowls in the right areas and has increased his pace enough to have an impact, although definitely not express.

No. Pandya is still a handy player for sub continental conditions. As a batsman he will struggle abroad but he is not alone in his struggles. Better batsmen than him have struggled as well. The bowling coach should work with him on developing a good outswinger. Actually, scratch that - the bowling coach is useless. He can seek help from either Bhuvi or from a retired player like Zaheer. Pandya has pace and a good short ball which can surprise the batsmen but he needs more tools than that to become less predictable. I think Pandya is a work in progress with plenty of upside and should be backed, not dropped.

Pandya was over kill for this test 4 seamers is more than enough , SA also has the same issue 5 seamers are too much, they could have used  that leftarmer's bat in this match.

 

India has too many no 8/9s in Ashwin, Bhuvi and Jadeja when he is playing, Pandya is just not good enough yet in either skills.He should play all tests in England .

No, Pandya does not have the skills to be a test #6 either. 

Yes, he can ball-bash when wickets fall around him and snag a 50 or a 100. Same way with Ashwin (minus the ball-bashing). But you are forgetting, that the #6 batsman NEEDS to have the skill to see off the 2nd new ball. 
Because when the score is 250/4 after 80 overs, its the remaining batsman and the #6 that ensures there is no collapse and the tail gets to play against an older ball.

This skillset is missing in ANY of our potential #6s. I'd argue that we CAN turn Ashwin into one, provided Ashwin is willing to put in the work at his batting (which means less time on his bowling) because he used to be an opening batsman in junior level. 

 

But players like Pandya will not survive the new ball and is thus, not a good fit for #6
