Will Mitchell Starc have career average below 25?

Strike bowlers like who is often used to run through tail will have better average.  Only workhorse bowlers will have higher average. He is not one. He will bowl in short bursts. So he won't concede many runs. Against tail he almost gives nothing. So his average will always look better.

Yes he'll average less than 25 someday if he remains injury free but whats important is the bifurcation of the quality of wkts ,I.e how many top order ,middle order and lower order batsmen

it can approach 25, but I doubt if it will be 25 at the end of his career.
