Nope. Only uncapped.

The two teams will be allowed to negotiate and buy their desired players, just like clubs do in football. What has to be kept in mind is that only those foreign players who have played two or fewer matches in the season will be eligible for the transfer.

Prepared a list of uncapped players who have played less than 2 matches in Vivo IPL 2018 as of 28 April 2018. Most of them have not even been able to make into playing 11 even for one match. Think i have covered most of the names here. Update in case any discrepancies are found.

Kings should look to acquire Saini. Why did they restrict it to only uncapped players. All should've been eligible, as this way teams will become more balanced and thus increasing the quality of the tournament. 

kings dnt have a problem with their bowling...

their problem is middle order n fielding. As of now they have decent backups

Kings do have problem with bowling. Sran has been expensive.

he still gets wkts and has done well in t20, Sran also gives them left arm bowling option. KXIP will back him ....SRan has a lot more variation

none of the franchise have played saini in t20 .........coz the kind of bowler he looks he might be taken for cleaner in many games. Looks very predictable ......which is good for test not for t20. RCB also doesnt seem to be looking at him neither did DD last yr .

 

Acc to me SRan has more chances to do well in t20 then Saini

 

They also have Mohit who will come in play as pitches are starting to get slower
