Tax paying populace has max of 30% bracket above 15 lakhs + 4% educational cess. Now govt is planning covid cess. How much more you squeeze the tax paying middle class to subsidise everyone else. Considering state doesn't provide educational and health care + pension this is one of the highest compared to other countries. I like your idea the most. The complete budget doesnt get distributed according to population. West Bengal will get more border security budget than Punjab, which will get more than Madhya Pradesh. In farm sector, everyone is equal. In defence allocation or infrastructure needs, everyone is NOT equal. Some states are more important than others.
