He was always considered as back up bowler. The way Dhoni uses him is giving him 3 overs on the trot with field set on one side. Typically he would bowl at normal pace for the first 3 overs. Chahar is inconsistent and relies on conditions even in his best format. He wouldn't be even as good in ODI's. While Shami has one of the best strikes in ODI history. Don't think he is a long term ODI option, can play cameos but there's a gulf between him and Bhuvi as bowlers, let alone Shami.

Just T20 where the difference between good bowlers and bad bowlers is not that high.
