Only out of form player we can carry is Rohit due to captaincy. If he scores 25 runs in 15 balls that is a bonus. Rest of seniors can be dispensed with.

Kohli should no longer be part of the conversation in my opinion. Rohit has atleast started out aggressively and set the tone in the PP. Our best XI should be something like

 

Rohit

Pant

Kishan/KL

SKY

Hooda/DK( If DK plays, DK bats at 7 but Hooda offers offspin)

Pandya

Allrounder (Are there better options than Jadz?)

Arshdeep/Mohsin/Khaleel/Avesh/Harshal(minimum 2,3 to be selected - need to figure out these)

Bhuv

Bumrah

Chahal/Bishnoi( bishnoi for left hander heavy lineup)

 

Assuming we select only 4 pacers and 2 spinners, the top 7 will have 9 options and all of Kishan, KL, DK, Hooda will make it. 

 

And that's the best case scenario. If they select only 8 options and go for the extra bowler, one of these will miss out. 

 

There is no way Kohli can break into that squad. Or atleast not on merit.
