3 back to back World Test Championship Finals in England - who takes these decisions ?

It's not the pitch but the pink ball which is the issue, if you remember India's first D/N test against Bangers they were routed on a seaming deck where all(19?) wickets were taken for the first time by India's pacers in tests. Then against Eng it just skidded straight on, but this shouldn't be that much of an issue in summer if we prepare a decent track. By the time lights come on the ball will be pretty old & bowlers also tired, it shouldn't be hooping around corners or skidding like a plastic ball on good batting surfaces.

Oval does even it out a bit....  It is not a bowling paradise usually.  Only Good bowlers excel there

An Ind v Aus final at Oval would be great unless ICC prepares a unusual Green top like Rose bowl one

oval is a good pitch, but I expect ICC to prepare a track suitable for Oceania - all WTC winners must be from Oceania

Don't need conspiracy theories

England is the only country that can feasibly host the WTC final at the end of the cycle at a suitable time zone.

Also England is the only country that can sell out with neutrals playing due to the large immigrant population.

Why can't cycle time be changed so that 5 or 6 countries can host the final ?

Just have the final scheduled in the country that stands 1st in the WTC cycle. The first ranked nation deserves it and is very fair. Why is it so difficult to implement?
