Even in the worst of wars, we have never banned Pakistanis who have a valid reason to enter India (health treatment, esp) That is still open. Vajpayee went ahead and focused on improved bilateral ties between India and Pakistan, including that "Dosti" bus service between Lahore-Delhi, and got Kargil in return. 2. In mid 2000s india again tried to go ahead and improve the relations but got 26/11 instead. 160 Indian citizens dies in that terrorist act backed up by Pakistani nationals, including support from some Pak intelligence personnel who knew about the operation but supported the terrorists. So far not even one person has been held accountable or punished. You tell me why should India or Indians trust Pakistan? So far the only thing Pakistan has proved is "No good deed goes unpunished". I say enough goodwill and act of trust from Indian side. It's time for Pakistan to show it's serious and hold terrorists accountable and punish them. As for Pakistan suffering due to terrorism there are two sayings in hindi which are more than apt for the scenario... a) Koyle ki dalaali mein haath to kaale hote hi hain, and b) Jo doosron ke liye gadda khodte hain, usme woh khud hi girte hain.
