Sports provides people employment - not only through playing, coaching etc - but also indirectly through entertainment, tourism, commerce (shops and eating etc. around stadiums or otherwise). The amount of returns on investing in making sport popular (not like how China does - but like how the Europeans and the US do) is multifold for the investment.

Many diseases can be prevented/delayed if our people adopt a more sporty/outdoor lifestyle, even 15 minutes physical activity per day can work wonders when done consistently, in the long run. Not just about medals, follow the European approach to sports/recreation. People who were active in sports in their childhood, school/college days enjoy the benefits much later in life as well. How does improving the number of jobs - even if it is paid at local levels a bad thing? Not everything has to become a franchise-based system. Do you know how many ppl get employed in universities in the US to just take care of athletes - even the less popular sports? Not to mention ground staff, scouts, analysts, journalists, etc.

Tokyo had some of the best quality of hockey games in recent big events, one of the most competitive and wide fields as well. But no, you have to go and demean it just because India won a medal.
