Money can't create talent. You need more participation , competitive environment at domestic level. Then only you will get more talent.  WPL  has given us two players. Arundati Reddy and Shreyanka patil. Both are impressive. In the coming years we will have more.

India is hardly any better to be honest. May be marginally. At the top you get a lot of money and recognition but at the beginners level the misogyny, backward thinking

Cricket lis a lucrative sport in India. There is no dearth of participation. But we are still there and about with the other top teams. For years former players like Chappel have been saying saying that this is the time where Indian cricket will go into an overdrive and will be so far ahead of the other teams. When are we going to see it.

Cricket is a lucrative sports only now for women.  Not before. Even then only top players get more money not junior players.
