ravishingravi Posted July 30, 2013 Posted July 30, 2013 "NEW DELHI: It took 5,000 young professionals, guidance from PricewaterhouseCoopers and dogged determination from officials to inject a performance-driven culture in an orthodox set up, but in barely three years, Madhya Pradesh has wiped out huge electricity shortages and losses in a rare success story in the distribution sector. After a series of reforms, tariff hikes, involvement of private firms in supplying electricity to some cities and customer-friendly initiatives, Madhya Pradesh now enjoys 24-hour power supply. Latest data available with the Central Electricity Authority shows that the state does not have power deficit. Distribution losses, which have crippled many state utilities, have fallen from 37% to 27%, narrowing the gap between revenue and cost to 60 paise per unit from 1. The gap is expected to fall to 43 paise this fiscal. Losses in the transmission segment are at 3.5%, which is one of the lowest in the country. To bring fresh air in the system, the state hired and trained 5,000 young professionals, including 1,500 engineers in the past three years. It also framed new service rules to ensure a performance-driven culture. Madhya Pradesh principal energy secretary Mohammed Suleman said the government began with identifying the problem areas, including assessing the actual demand for electricity of the state. States accept the demand projections given by the Central Electricity Authority and Planning Commission. The state's assessment showed the demand to be far higher than the earlier projections for the state. The state hired PricewaterhouseCoopers (PwC) for providing all-round consultancy to the government and the generation, distribution and transmission companies. "PwC undertook a six-month long detailed modeling of districts for assessing the demand. We have a fair idea of power demand in relation to GDP till 2020 and we have accordingly planned for the availability," Suleman said. PwC executive director (infrastructure) Kameswara Rao said the state needed a strong leadership, a clear action plan and the discipline to implement it. The consultancy firm helped the government in designing, implementing and monitoring the broad-based reform implementation work in various key functional areas like finance, technology and regulatory framework. Madhya Pradesh invested about 9,700 crore in expanding and upgrading electricity distribution network by piggybacking on the Centre's flagship schemes. It also laid separate electricity feeder lines to rural houses. These steps helped it to increase the consumer base to 110 lakh in 2013 from 65 lakh in 2004. The state pushed for electricity generation improvement, leading to a 126% increase in availability of long-term contracted power. At present, about 5,000 MW of new capacity is under development with which Madhya Pradesh will be power surplus by 2018 and its power procurement costs will be among the cheapest. The distribution companies have launched many customer-focused measures for easier bill payment, timely issue of new connections. The state government implemented a financial restructuring plan by converting loans, and offering transition period support to distribution companies. The state regulatory commission has also been raising tariffs annually. Structural reforms were taken up sincerely along with the investments. The DBT scheme has been touted as a game-changer for the ruling Congress party in the lead-up to the general elections in 2014. Ironically, a BJP-ruled state seems to have taken the lead to roll out the benefit plan. "We have achieved 100 per cent rollout on DBT on MGNREGS (Mahatma Gandhi National Rural Employment Guarantee Scheme) and Rs 350 crore has already been paid," Aruna Sharma, additional chief secretary (panchayat and rural development department) and development commissioner told TOI. The state has achieved the milestone through its electronic financial management system. Through its Samagra Samajik Suraksha Mission, the Shivraj Singh Chauhan government has been able to map families in all its 53,000 villages and has identified 7.5 crore beneficiaries. The programme of transferring pension through this system is already in place in 15 districts and more areas would be added soon. Sharma said more benefits such as health, housing, scholarships would be moved to beneficiaries through the DBT scheme soon. The system would also be linked to Aadhaar, she added. Madhya Pradesh government's readiness to embrace the scheme which Congress launched with a populist "aapka paisa aapke haath" slogan comes amid indications that the Centre is yet to get a fix on how to roll out the ambitious scheme nationally. On Wednesday, PMO said the responsibility for implementation of the DBT scheme was being taken away from the Planning Commission to be assigned to the finance ministry: an acknowledgement of getting the banks on board. The lead that Madhya Pradesh hopes to acquire will be in line with the pattern of non-Congress ruled states faring better, much to chagrin of Congress which has lamented the way governments belonging to opposition have profited politically by successfully implementing central schemes. Sharma said MP has also put in place a massive plan to provide banking facility to its entire population for accessing the DBT scheme. Every district has been mapped and will have an ultra small branch within 5 km of any village. The state plans to set up 2,998 such branches and already 1,761 units are in place. Nearly all state-run banks have been engaged along with ICICI BankBSE 0.71 % to spread the net of financial inclusion. Sharma said banking correspondents would handle such branches and every 15 days, a senior official from the regional branch would visit the area to ensure compliance. The Centre on Wednesday said that in order to improve inter-ministerial coordination and hasten the rollout of the DBT scheme, the PM had approved shifting of the mission director and his officers from Planning Commission to the finance ministry. "This shift will enable direct supervision of the rollout of DBT across the country and resolution of inter-ministerial issues," a government statement said. The DBT programme was rolled out on January and it began from 43 districts. This has now been expanded to 121 districts from July. "Transfer of LPG (cooking gas) subsidy through DBT was rolled out from 1.6.2013 and now covers 20 districts. In LPG, over 2.8 million DBT transactions valued at Rs 116 crores have taken place in 7 weeks," the statement said. The government had appointed a mission director to manage the extensive work involved in rolling out DBT across the country. In this rainy season obviously there won't be 24 hour supply due to heavy rains and storms at times. But I think the villages are getting 24 hour electricity under the name of 'Atal Jyoti Abhiyaan'. What is your hometown btw?

So, the most popular leader will come to the fore. So, to the basic requirement of credentials and internal democracy there is no comparison between the two. I agree, neither are dictators.

Only Bihar and NE states have lower consumption than MP. Such states will show tremendous growth, because Congress has done nothing in 65 years.

MP and Bihar are showing good growth rates but from a low base value, Gujarat is able to deliver great rates of growth even when its base is already quite good.
