Do some work for the people and think about their welfare,get the economy back on track,invest these money on other welfare programs rather than entangling in profligacy. Make these statues if you get another term in 2019

The OP spoke about govt tenders. It means public land is used by private companies who fund the project. A lot of toll roads get built like this with private money and the companies recover with a lease on the roads they built.
