I am focusing on y because it can be a less obvious aspect to many So if more ppl gets proper facilities (relatively high resources per population), the overall quality (in terms of factors such as education and output) improves, which in turn helps to throws in people who can potentially also govern better And again, I have never said that there is "No quality" in UP-Bihar. Just that quality > quantity (which for some reason you interpreted as no quality)

But there's enough 'quality' people compared to other states, given up-bihar r so populous, that these certain 'quality' people can take forward the entire population. But state govt. are very bad.

These states would perhaps be better off w/o a democracy ( like China Russia or the middle East) atm. State Govt. is the main reason for the backwardness and it's the people only who elect the govt. No denying this. But if you can magically have an honest n competent govt. (Democratic or China-like, doesn't matter), these states will take giant leap almost magically, towards growth. You can blame everything on govt.

(not this year due to drought). While, Andhra Pradesh under CBN and Rajasthan under Raje have seen the most reforms at state level. Dont be surprised if all three states, Andhra MP and Rajasthan rapidly climb up the ladder. As for Bihar... well you had IAS Sushil Modi who was pulling the strings in terms of admin replaced by a 9th standard fail 27 year old.... clearly growth is going to suffer. IAS Sushil Modi ?

Seems like I was wrong when I said there are many developed places more densely populated than up/Bihar - https://en.m.wikipedia.org/wiki/List_of_countries_and_territories_by_population_density UP has 800 people per sq. Km. Singapore has more. South Korea has 600+. Most cities will have more population density than up, Bihar . of course, since population is concentrated in cities .
