Reverse swing is about relative roughness of one side of the ball as compared to the other, this was proven by use of mints in Ashes 2005.

 

We don't know through the image if the side of the ball was relatively rough or smooth compared to the side Anderson was scratching, so maybe he was tampering the ball.

Apparently Anderson is innocent  because you are "allowed to clean the ball". IIRC, Tendulkar was penalized because he "failed to notify the umpires when he was cleaning the ball".
