And lets say there are many top players across the world most of them would have a chance to play in these new teams - so the quality will be distributed. We are forgetting that most lower leagues in football consist of small towns where the fan base isnt that great. You are comparing apples and oranges. them An additional IPL franchise in any of the cities/areas will not mean lower attendance but the very opposite. Yes your option sounds good as well but i feel there has to be consequences for bad results and incentive for good results.
