It was a freak occurrence, it's almost the same as the ball hitting the wicket and the bails not coming off (which has happened a couple of times in this world cup. Maradona broke the rules on purpose and was very happy to do so, he then had the arrogance to say that God was responsible for the cheating.

In football, every minute defender or attacker is trying to cheat as long as referee is not seeing. Onus is there on referee. Don’t forget, in those days, defenders were beating Maradona to pulp right in front of cameras and hundreds of crowd. Maradona issue is equal to English complaining about ball tampering by Pakistani’s un WC-1992. For a neutral, there is nothing to discuss, bcos footie is national game, English moaned louder and still moaning.
