Goa is included in small states , not compared with bigger states like Rajasthan.. they used so many parameters .. i think these kind of surveys are conducted by your classmates who might have done masters in some courses like “The art of conducting surveys” Ask them na looks like your state is missing ..

Even if the parameters are less than ideal, I like this sort of benchmarking - competition is the only way to spur improvements in bureaucracies and organizations - private sector or public. Transparency & competition - if a certain degree of these 2 are introduced, India can be so much better across the board in just a decade. Vijy 1

I was just surprised that Rajasthan scored higher on governance than Gujarat. Almost on every social/societal/economic and human development metric Gujarat is ahead.

But even that is an indicator of State govts attempting to demonstrate progress, and by definition, making some.
