There has been too much up-down situation in pakistan recently, entire PCB management was changed by Imran Khan with sethi resigning as PCB chief post Imran's takeover as PM. Also PCB lack funds so work over new stadiums is not on as of now, current management has taken some absurd decisions (Misbah Fiasco) and lack direction. PCB's best bet is to go for Private-Public Partnerships, it will be a wise decision to do so. I'm pretty sure if the previous Nawaz government was there, work over new stadiums would have been atleast in pipeline within 5 years since those guys were freak with the infrastructure and developments including roads and airports, metro facilities etc. It was during their era that this proposal was drafted.
