It can be mutually exclusive. Krunal pandya from standing position could bowl at 125k. Bumrah's effectiveness is in wrist snap speed which is higher than most guys.

They were slow in the field, slow in running between the wickets. Shami is slow in running between the wickets and on the ground, though he has a pretty agile action in comparison to Bumrah.
