Dude restaurants have to make money too and pay the rent of the restaurant. I thik 10 dollar is not reasonable but not bad since DMV area is very expensive area. You think its a lot because you are thinking like a tourist that it will cost 65*10 Rupees to get a dosa in USA if you visit, but then you have to remember an average resident here be it Indian or anyone earns in dollars here and not in rupees so for us 10 dollars is 10 dollars and not 65*10 Rupees. Anyone who first comes from India before completely settling here will always find 10 dollars a lot, but slowly when you start earning here you will not.
