Its a security issue. Not sure how strictly its implemented but sometimes, you wont be allowed inside with a phone.

They just need a way to transmit information outside. Might be better if they contract the secret service to tap phones and other things.

If a team has a momentum and has not used a time out then why should they be forced to use it ? And one is ok considering its a 20 over match, 2 is too many anyway

I have not been to any live match recently but i have heard on twitter, cricinfo and also from friends. In Chennai they even trouble you for digital cameras..

But from a betting perspective it is a bonanza for anyone who can transmit information from the stadium due to information asymmetry.
