Just saw that on a Mallu news channel. He was back from some sort of meeting and was in the room beside her as he din't wanted to disturb her from her sleep (according to every other channel, her PA asked others to do so too). Around afternoon and probably left later I presume.

Secondly, the definition of a "Philanderer" is - a man who readily or frequently enters into casual sexual relationships with women. The last I checked Tharoor's casual sexual relationships weren't available on the Internet.
