An individual's feeling of safety is so subjective that invariably women in different states will have different metrics for safety . Unless of course this survey was conducted for e.g. on the same 100 women who have visited all the states in india. On credibility of survey... having been to few of the states, including Kerala, it is joke that Kerala is rated as the most unsafe for women in India.

There are scientific techniques to conduct a poll and asking a wide reaching subjective question and combining these subjective patterns across geographical boundaries is definitely not one of them.
