Don't think they actually gave that much money to Vohra. Plus it wasn't like they were going to spend that extra money. Even after retaining him, they still had fair bit of money left IIRC. It didn't hurt them in any case.

IIRC, RR got fined in the 2nd big auction for not spending enough. Maybe punjab too. With retention, they dont need to pay the players that amount. Someone like vohra and miller, both not really so much in demand, probably got less than 1/5th of the retention amount. So Punjab probably saved a few million dollars like that and doesn't have to pay the fine for not spending enough either.
