Eng went to Ashes few years ago. They came back after a drubbing and their experts blamed the sytem saying they don't have good fast bowlers

He was bowling same pace vs Ind in test. think he touched upto 149-150 kmph. 

 

With his action it looks like he is shaping to bowl an out swinger to rh batter but it zips back into rh batter

Against India, Tongue bowled all kinds of speeds. Mostly 135 to 145 k. Suddenly went up to 151 k in one innings. Bowled 130 to 137 k spells too.

 

Against NZ in tests, he was bowling 128 k to 140 k.

His arm rotation has a similarity with Bumrah ( just the last part ). There is an inside out arc. Such actions usually get indip as their stock ball.
