Even if administratively, you made them answerable to the national board on paper, they would still be working with the locals on a day to day basis. The toss rule, along with objective, consistent, neutral monitoring and accountability on the pitch preparation via umpires and match referees is probably the best way to go.

He should be a backup batsman in Indian squad (and backup/cover for keeper if primary keeper gets injured). I wish he were a better keeper, but not much can be done about that. tweaker and TheWall 2
