Home minister doesn't control police. Police is controlled by local administrators like DM, SDM.

Delhi Police can easily overturn the UT Govt's order if ordered by the Home ministry.

No. Both work separately. Jamaat gathering happened in a privately owned place. Police can act only if gathering is at a public place.  Police can't overturn administrative decisions.  Job of police is completely different and it's same everywhere.  For events in public places, permissions are being taken from DM or SDM, not police. Police comes in only if security is required. Administration isn't the job of police. If police could do everything, why would you have CM or  DM, SDM. 

 

Administration and law and order are two different things. People are mixing them. Giving permission for gathering was an administrative decision. Police would have interfered if there was a law and order issue. Once they had written permission from govt, police could not have stopped them.

Jamat's gathering had massive public health implications and the police could have easily taken suo moto cognizance of the situation given the safety of people was at risk. 

This is an unprecedented situation we are dealing with. Normal rules don't apply here.

Police can do everything it wants once it sets it's mind to it. Delhi has several reserve battalions lying just for this. Don't mistake them for a state force having limited powers. Just admit it that it was a colossal intelligence failure on the part of our Home minister who has been nothing short of disappointment since December.
