No. Both work separately. Jamaat gathering happened in a privately owned place. Police can act only if gathering is at a public place. Police can't overturn administrative decisions. Job of police is completely different and it's same everywhere. For events in public places, permissions are being taken from DM or SDM, not police. Police comes in only if security is required. Administration isn't the job of police. If police could do everything, why would you have CM or DM, SDM. Administration and law and order are two different things. People are mixing them. Giving permission for gathering was an administrative decision. Police would have interfered if there was a law and order issue.
