I bet he's been dropped I think it is most likely the case of bowlers coming out domestic cricket and IPL not being used to test match workloads in consecutive tests. I think Akashdeep looks generally pretty fit so it is more likely a tweak. he was going off field for treatment during the bowling spells as well. Harshit Rana did not appear that fit. he started spells well but ran out of steam by the time he was getting into his second and third and spells and started spraying the ball around wildly. So I think if he plays, the combination of him and Siraj could mean lots of easy runs on offer if the Aussies manage to drag the innings long.

The current government has done a targeted job in reducing the visibility to the poor and undeveloped aspects of the country. All that said, it is still possible for a country to thrive in pockets. BCCI has ungodly money. IPL alone is churning out only 2nd most revenue after the NFL. And I guarantee that NFL has higher cost and lesser bottom line. India will beat Australia in hands down . The problem with indian cricket is will to give chances to new talent . Oldies can fail continuously for a year and still get selected . Even better they can be a captain of the side .

The backup bowling of Siraj+Prasidh still seems lightweight but that's not a problem that can be solved for this test. At least the captaincy should be better on the field even with those bowlers Number 1

BCCI has no direct control over them. But yeah BCCI can do a better job of forcing these state associations to provide better facilities.
